What is a Disclosure?

A Disclosure is a document containing information held by the police and government departments. It enables organisations, including churches, to check the background of job applicants (paid or voluntary) to ensure that they do not have a history that would make them unsuitable for the post. Applicants can apply through CCPAS via either a paper or online application form.

Disclosures provide details of an individual's criminal record, including convictions, cautions, reprimands and warnings held on the police national computer (PNC). They also enable organisations to check the individual against the government’s Independent Safeguarding Authority’s (ISA’s) barred lists for children and/or vulnerable adults. These lists might also contain information held by local police forces.

CCPAS has produced a comprehensive document detailing what the Criminal Records Bureau is and how churches and organisations in England and Wales can obtain disclosure checks on their workers (paid and volunteers) through the CCPAS Disclosure Service. We are registered as an ‘umbrella body' for that purpose.

Why Use CCPAS For CRB Checks

CCPAS offers the best, most comprehensive and we believe most cost-effective service for CRB checks – bar none. These are just some of the benefits of using us:

  • The client chooses which disclosure application form best suits his or her organisation - paper, CRB online (Ebulk) or both
  • New Disclosure Service clients receive either 10 FREE paper applications for volunteers or FREE registration to the CRB online (Ebulk) system. Normally this is charged at £45 + V.A.T.

Charges

Our administration charge for both paper and online checks is £10.21 + VAT each. Each check for a paid worker is as above, with £44 added to cover the fee levied by the CRB.

Forms returned to the sender because they have been incorrectly completed will incur an additional charge of £3.83 + VAT. However, clients using our Ebulk online application system will find that errors are virtually eliminated.

New Disclosure Service clients receive either 10 FREE paper applications for volunteers or FREE registration to the CRB online (Ebulk) system. Normally this is charged at £45 + VAT.

Large organisations or denominations (or those processing a minimum of around 800 checks a year), please call our Disclosure Manager, Barbara Ball, on 0845 120 45 49 to discuss our bespoke membership scheme and rates.

Payment for our Disclosure checks service is by monthly Direct Debit. We give a minimum of 10 days notice, by email, before monies are taken.

Vetting and Barring Scheme (VBS) - Registration Halted

On taking office in 2010, The new Coalition government announced its intention to remodel the Vetting and Barring Scheme (VBS) back to “proportionate, common sense levels”.
As a result, the ISA registration phase of the scheme was halted and did not launch as originally planned on 26 July 2010.

However, a number of existing arrangements under the VBS will continue. They include:

  • The Independent Safeguarding Authority (ISA) has been making independent barring decisions since January 2009. It will continue to maintain two constantly updated lists, one for those barred from working with children, the other for those barred from working with vulnerable adults
  • The existing requirements concerning Criminal Records Bureau (CRB) and Access Northern Ireland checks will remain in place. Those entitled to such checks can continue to apply for them
  • Employers are still legally obliged to refer information to the ISA. Circumstances include if they have moved or removed an individual because they have harmed - or there is a risk of harm to a member of a vulnerable group.

The scope of the remodelling process will be co-ordinated by the Home Office, the Department of Health and the Department for Education. This is currently being finalised and CCPAS will advise members as and when the Government announces a time frame.
